In recent years there has been an explosion in lawsuits and threats of legal action targeting cities, counties, and special districts in California accused of violating the California Voting Rights Act (CVRA), which prohibits electoral systems that prevent minority groups from electing candidates of their choice. 

In this presentation Glasgow will discuss both the legal background of CVRA cases and the types of empirical analyses typically undertaken when testing for violations of the CVRA.
