The Challenges of Democracy in Latin America:
Dr. Carlos Mateo Balmelli
UCSB Arts & Lectures and the Department of Political Science are pleased to announce
this public presentation by the Regents' Lecturer for 2005, Dr. Carlos Mateo Balmelli,
President of the National Senate of Paraguay.
Dr. Mateo Balmelli received his Ph.D in Political Science
from the University of Mainz, Germany, and is the author of several books and articles published in
South America and Germany. Since 1989, he has been a powerful contributor to the process of democratization
in South America, and in this talk will draw upon his own experinces as President of the National Senate and leader of the
opposition party in Paraguay to explore how Latin American societies can establish democracy in countries
recovering from authoritarian regimes.
